Borongan LEGIS - for Good Governance through Transparent Legislation

The Borongan City Legislative Information System [Borongan LEGIS] is the simple attempt of the Legislative Department of the City of Borongan through the Office of the City Vice-Mayor to fulfill good governance through transparent legislation.

This site will provide important information on the legislative activities of the City Council [Sangguniang Panlungsod] of the City of Borongan.

Vice-Mayor FIDEL V ANACTA, JR


The incumbent City Vice-Mayor is on his second term.

He is married to Lydia Aboy Lopez. They have three children: Anna Katrina, Fidel III and Dominique.

He was a three-term Mayor, from 2001 to 2010, with his last term, 2007 - 2010, witnessing the conversion of the Municipality of Borongan into a City. He  also has previously served as Municipal Vice-Mayor for one term from 1995 to 1998.

During his term as Mayor the Borongan Transport Terminal was constructed, the computerization of the transactions of the City Government was started, new school buildings, bridges and roads were constructed under various national government funding, the Benowangan National High School [at Brgy Benowangan to serve the students of the upstream barangays located along the Panalugon River to the south of the City], the Calingatngan National High School [at Brgy Calingatngan to serve the students of the barangays to the northwest of the City] and the Supt Fidel E Anacta, Sr Memorial High School [at Brgy San Jose to serve the students of the barangays to the west of the City] were established.

Before he ran for public office in 1995, he served the government as an employee of the Philippine National Bank [PNB] before its privatization.

He is the second son of Fidel Enrique Anacta, Sr., a former Education Division Superintendent and for whose honor the Supt Fidel E Anacta, Sr Memorial High School at Brgy San Jose was named, who also served as Municipal Mayor from 1988 until his untimely demise in 1989 being the first elected Municipal Mayor after the 1986 EDSA Revolution and before the 1991 enactment of the Local Government Code which pegged the term of local officials to only three years.
